Jay-Z made an unexpected appearance at the State Capitol Monday, meeting with Democratic Senate Majority Leader Andrea Stewart-Cousins.
According to social media posts from Capitol reports, the billionaire music mogul was discussing a bid from his company, Roc Nation, to secure a gaming license and open a Caesars Palace casino in Times Square.
